Guilty! FL Man Voted In Multiple PA Counties: Usdoj

A 62-year-old man voted in Florida and Pennsylvania during the last presidential election and other elections, the US Department of Justice announced on Wednesday, Sept. 25.

Philip C. Pulley entered a guilty plea before Chief United States District Court Judge Mitchell S. Goldberg for falsely registering to vote, double voting, and election fraud, according to the USDOJ.

Pulley was also registered to vote in Montgomery County, Pennsylvania, and in Broward County, Florida in 2018, according to the release.

Pulley, then remained registered in those counties and then also registered to vote in Philadelphia County, Pennsylvania, using a false home address in Philadelphia and social security number. 

In the 2020 general election, which included the election for President and Vice President of the United States, Pulley requested a mail-in ballot to vote in Philadelphia, and voted in both Broward County and Montgomery County. In the 2022 general election, which included the election for US Senator, Pulley voted in both Montgomery and Philadelphia Counties.

Pulley faces a maximum possible sentence of five years of imprisonment, three years of supervised release, a $10,000 to $250,000 fine, and a $100 special assessment. His sentencing is scheduled for Jan. 9, 2025. 

“Free and fair elections are the foundation of American democracy, and voter fraud undermines our democratic system,” said Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia. “Protecting the right to participate in this process remains a top priority for the FBI and our partners.”

The case was investigated by the Federal Bureau of Investigation and the Pennsylvania Attorney General’s Office and is being prosecuted by Assistant United States Attorneys Nancy E. Potts and Mark B. Dubnoff, with support from James Price, Senior Deputy Attorney General, and Special Assistant United States Attorney.
